Brighton & Hove’s rural estate is made up of around 12,800 acres of land in the South Downs National Park. You can read about out City Downland Estate Plan on the council website.

Together with residents we are developing a new vision for this valuable asset in the city. It is a unique opportunity to explore how we can use this land to help tackle the climate and biodiversity emergencies and reduce carbon emissions.


Creation of the City Downland Estate Plan - UPDATE

The public engagement process held from November 2020 to April 2021, alongside Planning For Real, created a fantastic response from the wider Brighton & Hove community. A huge amount of feedback was submitted and this has been compiled in two reports that you can read in our ‘Public Engagement’ section on this page.

The work completed by the attendees of the ‘Carousel’ session in April 2021 to consider the findings from the public engagement process and put forward recommendations, has now been taken forward as the foundation that the draft City Downland Estate Plan will be created from.

Attendees at the ‘Carousel’ event worked in four break out groups and each put forward a proposal for the vision that will be used in the City Downland Estate Plan. Since the event in April, Planning For Real analysed these visions for reoccurring themes and led sessions with Councillors to build on these ideas and finalise the vision that will be used in the plan. Next Steps

Now that the vision is in place, the draft City Downland Estate Plan can be developed. The action plan within this, that sets out the future plans for the estate will be created using the recommendations from the public engagement exercise, with input from BHCC officers/members, South Downs National Parks Assoc and key stakeholders.

We are also enlisting NatCap Research to consider the proposals being put forward within the action plan, in order to provide a measurement of the positive impact they would have on our natural capital.

Once the draft has been developed, it will then be taken to the South Downs National Parks Assoc for the first step in their process of endorsing this as a Whole Estate Plan.

After this, there will be another public engagement process where everyone will get a chance to review the draft plan and provide feedback. Further information on this will be forthcoming.

The indicative timeline that sets out the steps for creating the plan can be viewed below. This shows all the steps mentioned above as we move towards the plan being approved at the council’s Policy & Resources committee, and endorsed by the South Downs National Parks Assoc.

    Benfield Valley Project

    At Benfield Valley Project, we are working to raise the profile of the ecological value and mental health and community benefits of the space. We are really happy to see that the Benfield Valley is on the map as a space of 'ecological importance' and would love to see this space protected from 'development' by leaseholders now and in the future by this plan.

    Equine Gentling

    I fully support Hope and Soul Food Project and Equine Gentling and truly hope that they will be given land to continue their fantastic work. The project is so wonderful for humans and animals alike. It is absolutely the right way that we should be moving to provide environmentally sound, caring and nurturing world for our children.

    Diverse land use can help provide for the diverse needs of people and nature

    We are in the UN's Decade of Ecosystem Restoration. The aim for this decade is to achieve ecosystem restoration for the benefit of people and nature. This begs the question: what does a restored ecosystem look like in South East England? Our research suggests that promoting and supporting diverse land uses (including agro-ecological/regenerative farming, rewilding, conservation) will help create a heterogenous landscape that provides for the needs of people and nature.

    Fair game or foul? Time to end gamebird releases and shooting on BHCC publicly owned land

    It comes as a surprise to many Brighton and Hove residents that game bird shooting is still an ongoing practice on Brighton and Hove City Council (BHCC) owned land. The extent of the practice has in fact increased over the past 20 years, with industrial scale releases now on a number of tenant farms (Waterhall and Standean currently, with feed hoppers also located on Balmer and Mile Oak farms).     Potential contributions of the Downland Estate to Brighton & Hove’s food system

    Firstly, thank you to Brighton & Hove City Council for the consultative and participatory approach that is being applied to the WEP process. This is helping us all to recognise that the Downland Estate provides a diverse range of “public goods” to the city and beyond, and to appreciate just how much it’s valued by the community.

    There has been relatively little discussion so far about the potential for growing food (especially vegetables and fruit) on the estate. While there are biophysical limits to this type of agriculture on the chalk, there are possibilities to expand from the very low... Continue reading
